PENSION: ‘OUTSIDE IN’

How European is the (Dutch) pension participant?

This seminar perceives pensions through the lens of the European dimension, and mobile participants’ pension information position. Perceived through this lens, the developments concerning the Dutch Pensioenakkoord shall be evaluated. Against that background, the question emerges how European the participant in the new Pension Agreement is?

Pension information has taken off in the past decade, with the science field of pension communication taking an increasingly important role in the pension industry. Despite all the developments in the field of pension information, these developments are characterized by a national focus; not an exception in the domain of pensions.

Yet for every pension participant – either mobile or non-mobile - the question of pension adequacy arises at some point, i.e., has he/she saved enough to maintain a certain standard of living after retirement? Should findings and observations, drawn from the ETS project, experiences of international pension fund RESAVER and DC-(information) studies be (more) incorporated in the further development of the Dutch New Pension Agreement? Should the participants-perspective be heeded more in this reform? Should individuals - who have availed themselves of the European freedoms of movement - not be informed to the same extent about their pension situation? What is the current state of affairs? What elements hinder the provision of cross-border and cross-pillar pension information? Is there a ‘DNA’ to be observed among European pension participants and what differences can be discerned when looking across the border? What is the role of participants’ risk preferences in the light of the European-wide shift from DB to DC? What lessons can be learned in this regard when looking across borders? What role do the legislative frameworks on (the taxation of) pensions play in this context? What tensions arise in the pension information domain?

We want to discuss these questions, and more, with you during the 10th (online) Pension Seminar.

Dit seminar bekijkt pensioen door de bril van de Europese dimensie, en de (pensioen)informatiepositie van mobiele deelnemers. Door deze bril worden de ontwikkelingen rond het Nederlandse Pensioenakkoord geëvalueerd. Tegen die achtergrond komt de vraag naar voren hoe Europees de deelnemer aan het nieuwe Pensioenakkoord is?

Pensioeninformatie heeft het afgelopen decennium een hoge vlucht genomen, waarbij het wetenschapsgebied van de pensioencommunicatie een steeds belangrijkere rol is gaan innemen in de pensioensector. Ondanks alle ontwikkelingen op het gebied van pensioeninformatie, worden deze ontwikkelingen gekenmerkt door een nationale focus; geen uitzondering op het gebied van pensioenen.

Toch rijst voor iedere pensioendeelnemer - mobiel of niet-mobiel - op enig moment de vraag of zijn/haar pensioen toereikend is, ofwel heeft hij/zij voldoende gespaard om na pensionering een bepaalde levensstandaard te kunnen handhaven. Zouden bevindingen en observaties uit het ETS-project, ervaringen van internationaal pensioenfonds RESAVER en DC-(informatie)studies (meer) moeten worden meegenomen in de verdere ontwikkeling van het Nederlandse Nieuwe Pensioenakkoord? Moet er bij deze hervorming (meer) rekening worden gehouden met het deelnemersperspectief? Moeten deelnemers - die gebruik hebben gemaakt van de Europese vrijheden van verkeer - niet in dezelfde mate worden geïnformeerd over hun pensioensituatie? Wat is de huidige stand van zaken? Welke elementen belemmeren de verstrekking van grensoverschrijdende en pijler-overstijgende pensioeninformatie? Is er een ‘DNA’ waar te nemen onder Europese pensioendeelnemers en welke verschillen zijn er te onderscheiden als over de grens wordt gekeken? Wat is de rol van de risicovoorkeuren van deelnemers in het licht van de Europa-brede verschuiving van DB naar DC? Welke lessen kunnen in dit verband worden getrokken wanneer over de grenzen heen wordt gekeken? Welke rol spelen de wetgevingskaders inzake (de belastingheffing op) pensioenen in deze context? Welke spanningen doen zich voor op het gebied van pensioeninformatie?

Over deze vragen, en meer, willen wij met u van gedachten wisselen tijdens het 10e (online) Pensioenseminar.
